PS : nothing is perfect, but I prefer to think my below suggestions might be a good reference point to start from.

General Rules :
- Mileage is a system whereby the vehicle-owner pays for the mileage upfront before he is allowed to travel.
- If the Mileage System is adopted, we should then do away with the Road Tax.
For Non-Businesses :
- Strictly one Class 3/3A vehicle OR two for Class 2/2A/2B vehicles per household.
- All other classes may only be registered to a Singapore-registered business.
- Bank Loans may only be used to purchase the first TWO vehicles.
- Each business is allowed ONE Class 3/3A/4/4A/5 vehicles OR TWO Class 2/2A/2B vehicles per Singaporean/PR hired by the company.
- Any additional vehicles registered by the business will be subjected to the same additional levies imposed on Non-Business vehicles.
- Public Transport Operators for Buses & Taxis will be exempted from the new rules and continue to be subjected to the existing COE/ERP/Road-Tax of 100% per vehicle.
